Bait Fishing to be Allowed in PA’s Delayed Harvest Special Regulation Areas

Pennsylvania has about 104 miles of Delayed Harvest Artificial Lures Only (DHALO) areas within the state. The ten PA Fish and Boat Commissioners have set forth a change in the regulations which will make substantial changes to the regulation and essentially open it to bait fishing during the prime trout fishing season from spring stocking thru the summer beginning in 2016. There are numerous changes and you can read all about them here. If the Commission follows through with enacting this proposal other Special Regulation areas including Catch & Release Fly Fishing only areas are at risk in the future. We can’t let this happen.  DHALO Regulation Summary

The official comment period for the proposed changes to the DHALO areas as posted in the PA Bulletin is from March 14 thru May 14, 2015. The following link should take you to the comment page for this rulemaking.   You can also send comments directly to John Arway, Executive Director, PA Fish and Boat Commission, P.O. Box 67000, Harrisburg, PA 17106-7000 via a mailed letter or postcard.   All comments must be received by May 14 in order to be considered.

Note:If an acknowledgment of electronic comments is not received by the sender within 2 working days, the comments should be retransmitted to ensure receipt.

The Chesapeake Council of the International Federation of fly Fishers is opposed to these changes and has sent a letter to the Commission outlining our concerns. That being said, it is important that individual fishermen weigh in on this proposal to express your opposition.   Please send your comments in NOW!
